The Government has decided to develop the historic Bogambara Prison premises in Kandy into a modern tourist hotel complex while preserving its archaeological and architectural value, Transport, Highways, Ports and Civil Aviation Minister Bimal Rathnayake said.
Speaking during an inspection tour of the Bogambara Prison site, the Minister said the long-delayed redevelopment project, which had been stalled for more than a decade due to various reasons, is now being revived as a structured investment initiative that safeguards the area’s heritage value. He said the Urban Development Authority has taken steps to move forward with the project without causing damage to archaeological assets.
Minister Rathnayake stressed that the prison’s façade and historic architectural features would not be altered under the proposed development.
He said the project would be implemented under strict archaeological guidelines, similar to the conservation approach adopted at the Galle Fort. Given the site’s location opposite the Temple of the Tooth Relic, the project has been planned in line with the guidance of the Mahanayake Theras of the Malwathu and Asgiriya Chapters.
The Minister also said a formal and transparent process would be followed in implementing the project. Tenders have already been called, and a suitable institution is expected to be selected within the coming days. A heritage assessment report is due to be completed by April.
Following the submission of the heritage report and with Cabinet approval, the Government plans to call for proposals from local and foreign investors by May, he added.
Until the project officially commences, officials of the Urban Development Authority will provide free awareness and information services for schoolchildren, foreign visitors, and local tourists visiting the site.
Minister Rathnayake said the Government expects the project to bring significant economic, cultural, and tourism-related benefits to the city of Kandy.
