Suspended Deputy Secretary General of Parliament Chaminda Kularathne has filed a complaint with the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) against Speaker Jagath Wickramaratne, alleging corruption, misuse of state resources, and malicious administrative action.
Speaking to the media, Kularathne’s lawyer Mithun Dias said the complaint was not directed against the Government, but was based on what he described as a personal grudge held by the Speaker against his client. He said Kularathne was suspended from parliamentary service due to personal animosity rather than any lawful or procedural grounds.
According to the complaint, the alleged hostility arose following a personal incident that took place on or around 18 June 2025 in the Speaker’s lunch room within the parliamentary complex. Kularathne claims that since that incident, the Speaker has acted in a hostile and vindictive manner towards him.
Kularathne further alleges that his suspension was carried out using a false report prepared by a retired Additional Secretary who, he claims, was illegally appointed by the Speaker. He maintains that the report, which was based on incorrect facts, was presented to the Parliamentary Staff Advisory Board, thereby misleading the body and facilitating his suspension.
The complaint also raises concerns over irregularities related to meals provided to the Speaker’s private secretary. It alleges that while a guest of the Speaker is required to pay Rs. 900 for lunch, only around Rs. 150 was deducted from the private secretary’s salary, with arrears later adjusted as outstanding payments amounting to Rs. 3,000 from July 2025.
In addition, Kularathne has requested investigations into alleged vehicle misuse, unlawful receipt of allowances, and the personal use of state property. While the Speaker is entitled to only two official vehicles, the complaint claims that he has been using three vehicles, including a parliamentary-owned van bearing registration number WP NC 4923, for over six months for personal use.
Fuel expenses for the said vehicle were borne by the State, resulting in a financial loss to the Government, the complaint alleges. It further claims that after assuming office as Speaker, Wickramaratne continued to obtain fuel allowances amounting to approximately 568 litres allocated to him as a Member of Parliament for the Polonnaruwa district, without Cabinet approval, in addition to the allowances attached to the Speaker’s post.
Through this, the complaint alleges that a sum of approximately Rs. 2 million was unlawfully obtained.
Kularathne has also alleged that high-value camera equipment belonging to Parliament’s Media Unit has been used without proper approval for promotional activities of the Speaker’s personal staff, resulting in misuse of public funds and financial loss to the State.
He has urged CIABOC to investigate the allegations, maintaining that the actions constitute corruption and abuse of public office.
