RTI response raises transparency questions over ‘Rebuilding Sri Lanka’ Fund

The Presidential Secretariat has confirmed that the “Rebuilding Sri Lanka” Fund received more than Rs. 6.1 billion in local currency contributions and over USD 11.4 million in foreign currency receipts, according to information released under the Right to Information (RTI) Act.

The details were shared by former Samagi Jana Balawegaya (SJB) Weligama Organiser Rehan Jayawickrama, who said the information was obtained through an RTI request submitted to the Presidential Secretariat.

According to the RTI response posted by Jayawickarama on X, the “Rebuilding Sri Lanka – Daily Receipts Update” for the period from 28 November 2025 to 23 April 2026 recorded foreign currency receipts amounting to USD 11,485,616.86.

The breakdown includes USD 3.94 million in US dollars, EUR 528,927.86, GBP 755,007, AUD 1.85 million, JPY 423,228, Singapore Dollar 77,000, Korean currency contributions valued at USD 124,151, and Bank of Ceylon foreign exchange receipts amounting to USD 3.77 million.

The response further stated that local currency receipts totalled Rs. 6.172 billion, comprising Rs. 3.968 billion received through the Bank of Ceylon, Rs. 2.161 billion through People’s Bank, and Rs. 42.29 million through a Central Bank account.

However, in a social media post, Jayawickrama alleged that when information was sought regarding donor lists, disbursements, recipients, procurement details, contractors, monitoring reports, and audit reports relating to the fund, the requested details were unavailable.

The annex attached to the RTI response states that, regarding “a list of donors and contributors (individuals, corporations, and foreign entities), including amounts contributed,” “the requested information is not available with the Presidential Secretariat.”

Commenting on the disclosure, Jayawickrama questioned the utilisation of the funds and alleged a lack of transparency surrounding the programme.

“The Presidential Secretariat has now confirmed that over Rs. 6.1 billion and USD 11.4 million flowed into the ‘Rebuilding Sri Lanka’ Fund. Yet when asked for donor lists, disbursements, recipients, procurement details, contractors, and monitoring reports, the answer was essentially: ‘not available’,” he stated.

He further claimed that there were no audit reports available and announced plans to file an appeal with the relevant RTI authority, adding that he was prepared to pursue legal action if necessary.

“Sri Lankans deserve to know where every rupee went,” he said.
