MP Dayasiri Jayasekara yesterday (22 January) submitted three private member motions to the Secretary-General of Parliament, aiming to strengthen the efficiency of Provincial Councils through key legislative reforms.
These proposed laws are intended to address criticisms of Provincial Councils (PCs) being inefficient and unproductive. The draft bills seek to resolve systemic challenges, streamline fiscal laws, and improve the institutional framework of the PC system.
The bills submitted by Jayasekara include:
- A Bill to amend the Delegation of Powers (Divisional Secretaries) Act No. 42 of 1987.
- A Bill to amend the Provincial Councils (Ancillary Provisions) Act No. 12 of 1989.
- A Bill to amend the Delegation of Powers (Divisional Secretaries) Act No. 58 of 1992.
These amendments aim to rationalise and modernise administrative processes, removing inefficiencies and bottlenecks that hinder the performance of Provincial Councils.
Jayasekara noted that the proposed legislation could be passed by a simple majority in Parliament without requiring a constitutional amendment or referendum, allowing for quick implementation of these reforms.
