The Muthur Pradeshiya Sabha (PS) is set to introduce a series of regulations governing hairdressing salons within its jurisdiction, including a fixed price of Rs. 300 for haircuts, according to a public notice issued following a meeting with salon owners on 16 February 2026.
However, when contacted by Asian Mirror at the time of publication, a spokesperson for the Muthur PS stated that a discussion was currently under way at the PS premises under the patronage of the PS Chairman regarding the matter. The spokesperson did not confirm whether the measures had been formally approved.

According to the notice circulated on social media, the proposed regulations are due to come into effect from 20 February 2026.
Under the guidelines, all salons operating within the Muthur PS area are required to adhere to structural and health standards prescribed by the Public Health Inspector (PHI). Legal action is to be taken against institutions found to be violating health regulations.
Salon owners have also been instructed to obtain a valid trade licence from the Pradeshiya Sabha by submitting applications before 5 March 2026. Establishments operating without a valid licence are to be closed and subject to further action.
The notice further states that haircuts, styles, designs and hair colouring deemed unsuitable for school students will be prohibited. Only hairstyles compliant with school disciplinary regulations will be permitted. Action is to be taken against salons that fail to comply.
Additional operating restrictions have also been proposed. Salons in Muslim-majority areas are to remain closed on Fridays from 11.30 a.m. to 1.30 p.m., while all salons are to be closed on Mondays.
The price list outlined in the notice includes:
– Haircut: Rs. 300
– Shaving: Rs. 200
– Beard trimming/styling: Rs. 300
– Haircut and shave: Rs. 500
– Hair colouring: Rs. 300
– School students under 10 years: Rs. 200
– School students above 10 years: Rs. 250
The notice states that the measures are to be implemented under the legal authority of the Pradeshiya Sabha and that appropriate action will be taken against those who violate the regulations.
Further clarification is expected following the ongoing discussion at the PS premises.
