The Sri Lanka Human Rights of commission has reportedly made this recommendation on humanitarian grounds since hundreds of inmates are currently waiting in the death row suffering from mental distress over the uncertainty created by the non-implementation of capital punishment in the country.

Human Right commission also recommended the government to ratify the second optional protocol to the International Covenant on Civil and Political Rights in 1966. This covenant had been adopted aiming at the abolition of capital punishment.
