Special Memorandum To Cabinet By President On Ensuring Secrecy

A special memorandum would be presented to Sri Lankan Cabinet Ministers on 'secrecy' of cabinet matters and collective responsibility of the government, highly placed government sources told 'Asian Mirror'. 

According to the memorandum, the ministers will pledge to protect 'secrecy' of cabinet related matters and ensure collective responsibility of the government by not criticizing decisions made by the cabinet in public.

At the last cabinet meeting which was held at Temple Trees, President Rajapaksa categorically stated that discussions taking place at the weekly cabinet meeting should not be leaked to media.The President made this remark when Education Minister Bandula Gunawardena lamented that a Cabinet Minister had 'planted' news against him in the media, "distorting" certain discussions that took place at the previous meeting's cabinet meeting. 

Meanwhile, Minister Wimal Weerawansa has skipped four cabinet meetings in a row. Although he did not take part in the cabinet meetings, he went on to criticize the government and certain key officials working for state sector institutions on public platforms. Several senior ministers have already urged President Mahinda Rajapaksa to take speedy action in this regard. 
 
In India.government ministers take a special oath pledging to uphold secrecy of crucial matters concerning the government. The Sri Lankan memorandum too would be quite similar to the special oath taken by Indian ministers, government sources said.
