Election Commission Announces New Provisions for Disabled Voters

The Election Commission of Sri Lanka has introduced new measures to assist disabled voters in the upcoming elections. Voters who are visually impaired or physically disabled can be accompanied by an assistant to help mark their ballot papers at polling stations.

Under Section 38(2) of the Presidential Elections Act No. 15 of 1981, as amended, the accompanying person must be over 18 years old, not a candidate or an election agent, and not subject to any disability. Disabled voters need to obtain a certificate of eligibility from designated offices or the Election Commission’s website. This certificate must be presented at the polling station along with the voter's identity documents.

Once at the polling station, the elector and their assistant will follow standard procedures to vote, with the Senior Presiding Officer ensuring proper assistance. If an assistant is not available, the Senior Presiding Officer may assist the voter directly.
