"Every MP Must Read These": Opposition Leader Recommends Two Books for New MPs

Opposition Leader Sajith Premadasa has recommended two books to help new MPs better understand parliamentary practices and procedures. Speaking at the orientation programme for new MPs held in Parliament today (25), Premadasa emphasised the importance of studying Erskine May: Parliamentary Practice and Practice and Procedure of Parliament by M. N. Kaul and S. L. Shakdher.

Premadasa highlighted that Erskine May, a comprehensive reference on UK parliamentary practices, offers detailed insights into the powers and jurisdiction of Parliament, membership, financial procedures, and the process of debate. Similarly, Practice and Procedure of Parliament, known as Kaul and Shakdher, provides a guide to the rules of procedure and conduct of business in the Indian Parliament, along with new precedents and conventions.

He urged the Speaker to consider distributing copies of these books to MPs, noting that he had made similar requests to previous Speakers, which had not been implemented.

"Every new MP should read these books to deepen their understanding of parliamentary functioning," Premadasa remarked, stressing the importance of equipping legislators with knowledge to enhance parliamentary effectiveness.
